基于DSR模型的京津冀产业创新能力评价研究

Research on the evaluation of industrial innovation capacity of Beijing-Tianjin-Hebei based on DSR model

摘要:

京津冀协同发展是国家重要区域发展战略之一，强化产业创新能力是京津冀转变发展方式、促进协同发展、提高区域核心竞争力、打造全国创新驱动新引擎的必然选择。本文基于DSR模型构建产业创新的指标体系，对京津冀产业创新能力进行测算发现，2014年以来，京津冀产业创新能力持续增强，在动力、状态、响应三方面均取得长足进步，特别是2018年后呈加速提升之势。但三地产业创新协同发展仍处于初期水平，存在创新能力发展极化效应显著、创新分工合作机制不完备、创新链和产业链难以有效衔接等问题。对此提出优化产业创新格局、完善人才保障制度、巩固企业创新主体地位、促进研发成果转化应用等对策建议。

Abstract:

The coordinated development of Beijing, Tianjin and Hebei is one of the important regional development strategies of China. Strengthening industrial innovation capacity is an inevitable choice for Beijing, Tianjin and Hebei to transform the development mode, promote coordinated development, improve regional core competitiveness, and build a new engine of national innovation drive. Based on DSR model, this study constructs the index system of industrial innovation, and calculates the industrial innovation capacity of Beijing-Tianjin-Hebei region. It was found that since 2014, the innovation capacity of beijing-Tianjin-Hebei industry has been continuously enhanced, and has made great progress in the three aspects of diver force, state and response, especially after 2018, the trend of accelerated improvement. However, the coordinated development of industrial innovation in The Beijing-Tianjin-Hebei region is still in its early stage, exists innovation capacity polarization effect significantly, division of labor cooperation mechanism is not perfect, the innovation chain and industrial chain is difficult to effective connection. In this regard, some countermeasures and suggestions are put forward, such as optimizing the pattern of industrial innovation, perfecting the system of talent guarantee, consolidating the dominant position of enterprises in innovation, and promoting the transformation and application of r&d achievements.
