我国的联合基金是一种创新的合作投资模式，不同于传统的政府作为单一委托方的科学基金，在制度上存有组织架构创新、管理流程优化等需求。以国际上类似联合基金为考察对象，发现其存有以下管理经验：（1）在组织架构上强调联合基金以公司化或者研究中心方式运作；（2）在流程管理上强调基金管理流程的制度创新，重视管理的规范依据与沟通机制的作用；（3）在成果分享上强调科研与商业化并重。我国的联合基金管理在立足于本国国情的同时，可以借鉴他国有益制度，推进精准化管理观念，以联合基金管理实施细则为抓手，进一步明确不同主体的权利、义务与责任，构建出符合我国联合基金管理属性的系统化规则。

China's joint fund is an innovative cooperative investment model. The joint fund is different from the traditional science fund in which government acts as a single investor. It has institutional requirement’s organizational structure innovation and management process optimization. Based on the investigation of similar international joint funds, it is found that they have the following management experience :(1) In terms of organizational structure, joint funds should be operated in the way of corporation or research center; (2) In the process management, they emphasize the institutional innovation of fund management process, pay attention to the normative basis of management and the role of communication mechanism; (3) Attach equal importance to scientific research and commercialization in sharing achievements. While based on China's conditions, China's joint fund management can learn from other countries' experience. While promoting process management, it is necessary for China’s joint fund management to promote the concept of precise management, take the implementation rules of joint fund management as a grip, further clarify the rights, obligations, and responsibilities of different subjects, and build out systematic rules that conform to the attributes of joint fund management in China.
