Abstract:In order to enhance the core competitiveness of new R&D institutions, improve classification management of the government and support the development of new R&D institutions, the paper builds a classification and evaluation index system for new R&D institutions, combining factor analysis and cluster analysis method for empirical study on 147 new R&D institutions in Fujian Province. The results show that it can be grouped into four types of new R&D institutions based on R&D basic strength, academic attraction, R&D recognition, and R&D efficiency, including high comprehensive level, high, medium and general. The 20 new R&D institutions in Fujian Province with above medium comprehensive level are mainly public institutions, state-owned enterprises and a small number of non-state-owned large enterprises, and the new R&D institutions with a low comprehensive level is still account for majority. Although the proportion of high-level new R&D institutions in Fujian Province is relatively low, the mode of co-building a new R&D institution with campus-site cooperation and school-site cooperation becomes an effective method to manage resources and reap the benefit.
