Abstract:Based on the nature and characteristics of technology transfer, this paper systematically analyzed four essential dimensions of technology transfer, including driving factors, movement mechanism, constituent elements and process, and three characteristic dimensions of technology transfer, including interest, potential difference and repetition. The characteristics of technology transfer practices in the United States, Japan and South Korea were comparatively studied. The research shows that the government plays a guiding role in the process of technology transfer, formulates and implements the relevant bills, laws and plans, protects the interests of the participants of technology transfer, restricts the unlimited repeatability of technology transfer; The long-term stable and high level of R D investment produces a large number of technological achievements that can be transferred and transformed. By the national macro-level integrated R D institutions, the technology transfer potential gap is formed. The establishment of technology transfer institutions in the form of regional technology transfer center, university patent technology transfer organization, technology innovation center and technology business incubator promotes the combination of multi-subject technology transfer and drives technology transfer movement. Finally, the logical framework of technology transfer was constructed and the development countermeasures of Technology transfer in China were put forward.
