区域人才开发关乎人才队伍建设与区域经济发展,是深入实施新时代人才强国战略的核心与关键。论文旨在构建出一套能够反映中国各地市人才开发能力与水平的指数评价体系,1012份调查问卷的因子分析结果表明,区域人才开发由科技开发、配置开发、教育开发、健康开发四个基本维度构成,共涵盖17个具体指标。对广东省21个地市数据进行指数体系实践评估,发现珠三角、粤北、粤西、粤东地区的人才开发情况具有地区内相似性以及地区间差异性,且中心效应较为明显。并将其与滞后一期的人才增长与经济发展数据进行相关性检验,结果显示该指数具有较高的有效性。基于指数评价结果,借助人才开发的理论与方法,从人才“引、用、育、留”角度为区域人才开发提出了相关建议。

Regional talent development is related to talent team construction and regional economic development, and it is the core and key to implement the strategy of talent power in the new era. This paper aims to construct a set of index evaluation system which can reflect the talent development ability and level of each city in China. The factor analysis results of 1012 questionnaires show that the regional talent development consists of four basic dimensions of scientific and technological development, allocation development, education development and health development, covering 17 specific indicators in total. Based on the practice evaluation of the index system of 21 cities in Guangdong Province, it is found that the talent development situation in pearl River Delta, North Guangdong, west Guangdong and east Guangdong has similarities within and differences among regions, and the central effect is obvious. The correlation test between the index and the data of talent growth and economic development shows that the index is effective. Based on the results of index evaluation and the theory and method of talent development, the paper puts forward some suggestions for regional talent development from the perspective of introduction, use, cultivation and retention.
