纵观世界主要国家的科技发展态势,近年来多个国家将颠覆性创新上升为国家战略,美国国防高级研究计划局自设立之初便聚焦于颠覆性创新并在几十年间创造出众多广为人知的颠覆性技术,其独特的管理机制值得我国借鉴。本文基于项目生命周期理论,首先梳理了DARPA的组织结构和创新生态的构成,然后剖析了DARPA颠覆性创新项目的全生命周期流程和创新生态成员在生命周期各个阶段中扮演的角色,并深度分析了DARPA颠覆性创新项目各个阶段的特点。最后从项目经理的聘用、风险管理、采办机制、沟通机制、审查机制和创新生态系统六方面探讨了DARPA项目管理机制对我国开展颠覆性创新项目的启示。

As seen in the world"s science and technology development trends, world"s leading countries are now focusing on disruptive innovation. The Defense Advanced Research Projects Agency (DARPA) has focused on disruptive innovation since its inception and has created many well-known disruptive technologies over the decades. Its excellent management mechanism is worth learning from. Based on the project life cycle theory, we firstly compose the organizational structure and innovation ecology of DARPA. Then the DARPA Disruptive Innovation Program operational process and the characteristics of each phase are given. Finally, we discuss the inspiration from DARPA for Chinese disruptive innovation projects from the hiring of project managers, risk management, acquisition mechanism, and communication mechanism.
