Abstract:By combing the action mechanism of the three-helix theory on technological innovation, the periodic innovation process of marine high-tech industry is deconstructed into a spiral process of "technological foundation connection - technological organization innovation - technological application transformation", and then the index system is constructed. With the help of relevant panel data from 2012 to 2019, the empirical method of DEA model and Malmquist index analysis is adopted, The paper analyzes the static and dynamic efficiency of marine high-tech industry innovation ability in 11 coastal provinces and cities in China. It is found that the overall innovation transfer efficiency of China's marine high-tech industry in the past seven years is 0.372, and there are great differences in innovation efficiency among coastal provinces and cities. In the process of improving innovation efficiency, the contribution of technological efficiency is obvious, and the contribution of technological progress needs to be further improved.
