增加供给,拉动需求还是完善环境?地方政府发展大数据产业的政策工具选择

Research on China"s Local Government Big Data Industry Policy from the Perspective of Policy Tools

摘要:

[目的/意义]大数据战略是我国发展数字经济,建设网络强国的基石之一。随着大数据产业的快速发展,其所蕴含的战略价值已经引起许多地方政府的重视,我国各级政府相继出台了大量的政策文件,如何精准掌握相关政策精神,是推动大数据健康发展的重要课题。[方法/过程]本文采用文本分析法,依据罗斯威尔.罗伊(Rothwell.Roy)和沃尔特(Walter Zegveld)的政策工具理论以及政策制定机构两个维度进行编码、计量与分析,从地方政府视角对供给型政策工具、环境型政策工具和需求型政策工具的使用情况进行分析。[结果/结论]研究发现,地方政府使用三类政策工具比例不均衡且内部结构不甚合理,不同的政策制定主体在此三类政策工具的使用上有着明显的偏好差异。基于此,本文提出三个“优化”的政策建议。

Abstract:

[Purpose/Significance] Big data strategy is one of the cornerstones of my country"s development of digital economy and building a network power. The strategic value of big data has attracted the attention of many local governments. With the rapid development of the big data industry, governments at all levels in my country have successively issued a large number of policy documents. How to accurately grasp the policy spirit and promote the healthy development of the big data industry is to promote An important issue for the healthy development of big data. [Methods/Process] Based on the theory of policy tools and text analysis, this article coded and divided my country’s local big data policies, focusing on the analysis of supply-based policy tools, environmental policy tools, and demand-based policy tools from the perspective of local government agencies.[Results/Conclusions] The study found that the big data industry supply-based policy tools, environmental policy tools, and demand-based policy tools have a greater impact on the development of the local big data industry, especially the supply-based policy tools and environmental policy tools, but three categories The use of policy tools is unbalanced and the internal structure is unreasonable. This article proposes three "optimized" policy recommendations.
