为探讨创新型城市试点政策的绿色经济效应,基于2003-2019年长江经济带108个城市数据,以创新型城市试点政策为准自然实验,运用多期DID方法研究创新型城市试点政策对绿色全要素生产率的影响。研究发现:长江经济带试点城市实施创新型城市政策促进绿色全要素生产率提升,绿色技术进步是主要原因;创新能力提升、产业结构优化升级和政府干预增强是潜在影响渠道,政策效果在长江不同区位和不同绿色全要素生产率水平上存在异质性;创新型城市试点政策在长江经济带存在正向空间溢出效应,城市间对这一政策的学习借鉴能促进绿色全要素生产率提升。

Based on the data of 108 cities in the Yangtze River Economic Belt from 2003 to 2019 and the multi-stage DID method, the article evaluates the impact of the innovative city pilot policy on the green economy using the policy as a natural experiment. The study found that the implementation of the innovative city policy in the Yangtze River Economic Belt can improve the green total factor productivity, and the progress of green technology is the main reason. The improvement of innovation capacity, the optimization and upgrading of industrial structure and the enhanced government intervention are the potential influence channels, and the policy effect is heterogeneous in different locations of the Yangtze River and in different levels of green total factor productivity. The innovative city pilot policy has a positive spatial spillover effect in the Yangtze River Economic Belt, and the learning of this policy between cities can promote the improvement of green total factor productivity.
