Abstract:Basic research is the source of the country"s ability to enhance scientific and technological innovation and the general key to solving technical problems. The"Double First-class" construction is a major strategic decision made by the CPC Central Committee and The State Council. The "Double First-class" construction universities directly under the Ministry of Education, as the main force of basic research in Chinese universities, are the backbone to tap the potential of scientific and technological innovation and realize the original innovation breakthrough. This paper uses the Envelope Analysis Method to measure the basic research performance of 64 universities directly under the Ministry of Education, and analyzes the rationality of resource input and output structure of basic research by projection value. The results show that from 2015 to 2019, there is a significant gap in the performance level of basic research in the "Double First-class" universities directly under the Ministry of Education. The proportion of universities with unreasonable structure of input and output of basic research is high, and the phenomenon of redundant input and insufficient output exists at the same time. Effective scientific research management, the introduction of high-quality talents and the output of high level scientific research innovation are the key factors to optimize the input-output structure and improve the performance level of basic research in universities.
