    在种业振兴战略背景下,重点关注种子龙头企业与农业科技园区的协同创新。文章利用2013-2015年《国家农业科技园区创新能力评价报告》以及种子企业公开年报,对我国东部、中部、西部种子龙头企业和农业科技园区作物育种两个子系统及其协同创新复合系统进行协同度测量,并对其中影响因素进行分析。结果显示:各区域两系统的大多序参量有序度逐年增长,其中种子龙头企业普遍高于农业科技园区,育种体系建设相关指标对子系统有序度贡献率最大;中部地区种子龙头企业、东部地区农业科技园区子系统的有序度最高,但两系统的复合系统协同度整体水平偏低,处于中度失调状态。因此,我国未来应继续加大对种业发展的支持,加强子系统各要素的配合,促进商业化育种体系建设,推动农业科技园区的转型升级。

    Abstract:

    In the context of the seed industry revitalization strategy, we will focus on the collaborative innovation of seed leading enterprises and agricultural science and technology parks. Based on the evaluation report on the innovation capacity of national agricultural science and Technology Parks from 2013 to 2015 and the open annual report of seed enterprises, this paper measures the synergy degree of the two subsystems of seed leading enterprises and crop breeding in agricultural science and Technology Parks in eastern, central and Western China and their collaborative innovation composite systems, and analyzes the influencing factors. The results showed that the order degree of most of the order parameters of the two systems in each region increased year by year, among which the leading seed enterprises were generally higher than the agricultural science and technology parks, and the contribution rate of breeding system construction related indicators to the order degree of the subsystem was the largest; The sub-systems of seed leading enterprises in the central region and agricultural science and Technology Parks in the eastern region have the highest degree of order, but the overall level of coordination of the composite systems of the two systems is low and in a moderate imbalance state. Therefore, in the future, China should continue to increase its support for the development of seed industry, strengthen the coordination of various elements of the subsystem, promote the construction of commercial seed breeding system, and promote the transformation and upgrading of agricultural science and technology parks.
