Abstract:Considering the lack of dynamic analysis of innovation quality, the Shift-Share Model (SSM) is used to measure the regional innovation quality and the influence of the “patent doubling plan” on it. Based on the three types of patent application data of China from 2007 to 2019, the national average share, structural share, and competitive share of innovation in 31 provinces of China were calculated based on the comprehensive consideration of the proportions of regional invention patents in the whole country and the province form the “middle view”. And the influencing factors of innovation quality are analyzed based on the general production process theory. It finds that it is more reasonable to measure regional innovation quality by structural share. The increase of R&D funds input and projects hosted by government-based R&D institutions can improve the regional innovation quality and the improvement is more significant before the “patent doubling plan”. The R&D personnel input has a U-type effect on innovation quality while the ratio of the output value of high-tech enterprises to GDP hurts it. In terms of market performance, the effects on innovation quality differ at different stages of technology markets. Based on the findings, this paper puts forward some countermeasures and suggestions to promote the improvement of regional innovation quality, such as strengthening the implementation of high-quality innovation strategy, increasing the investment of R&D funds, optimizing the investment of R&D personnel input, and establishing a high-quality technology market.
