Abstract:The strategy of science and technology aid to Xinjiang is a major regional science and technology aid policy for the state to guide domestic innovation resources to gather in Xinjiang, promote the efficiency of innovation resources gathering in Xinjiang, and improve Xinjiang's ability of independent innovation and self-development. Accurate and scientific evaluation of the effectiveness of its implementation is not only of great significance to its implementation and improvement, but also has a reference role for other countries' regional science and technology assistance policies.Based on the panel data of China's provinces from 2003 to 2019, this paper uses the double differential propensity score matching method (psm-did) to empirically test the "effectiveness" of the implementation of the strategy from the perspective of innovation resource aggregation efficiency. It is found that the strategy of aiding Xinjiang by science and technology has a significant negative impact on the efficiency of innovation resource aggregation in Xinjiang, indicating that the strategy of aiding Xinjiang by science and technology has not promoted the efficiency of innovation resource aggregation in Xinjiang; The results of further impact mechanism test show that the allocation mechanism and use mechanism of innovation resources in Xinjiang have a mediating effect in the impact of science and technology assistance strategy on the efficiency of innovation resources aggregation in Xinjiang, but the two mechanisms fail to realize the rational allocation and effective utilization of innovation resources in Xinjiang, leading to the "low efficiency trap" of innovation resources aggregation in Xinjiang, Finally, it makes it difficult for the strategy of science and technology aid to improve the efficiency of Xinjiang innovation resource aggregation.
