为有效应对数字化背景下调水工程水资源调度面临的多情境多主体共生带来的挑战,实现调水工程的价值协同。首先通过构建水资源调度知识生态系统来分析数字化动态能力的内涵及特征。其次,面对水资源调度的常态及应急环境,从全生命周期视角打开数字化动态能力生成逻辑的黑箱,进而揭示其运行机理。最后,以南水北调中线干线工程进行验证,揭示调水工程通过数字化动态能力的演化达到水资源调度的层次协同、关系协同和生态系统协同,以此为调水工程内部数字能力与外部环境的匹配提出对策建议,为其他调水工程的智慧化建设提供经验及启示。

In order to effectively cope with the challenges brought by the multi-situation and multi-subject symbiosis in water resources scheduling of water transfer projects in the digital background, the ecological system coordination of water transfer projects can be realized. Firstly, the connotation and characteristics of digital dynamic capability are analyzed by constructing the knowledge ecosystem of water resources scheduling. Secondly, in the face of the normal and emergency environment of water resource scheduling, open the black box of digital dynamic capability generation logic from the perspective of the whole life cycle, and then reveal its operation mechanism. Finally, it is verified by the Middle Route of South-to-North Water Transfer Project, and it is revealed that the water transfer project achieves the level coordination, relationship coordination and ecosystem coordination of water resources scheduling through the evolution of digital dynamic capabilities. The countermeasures and suggestions provide experience and inspiration for the intelligent construction of other water transfer projects.
