Abstract:Science and technology major projects have the characteristics of of "important, major and specialized", so it is of important theoretical and practical significance to carry out objective and fair performance evaluation of them. However, the existing research results have not seen the application of evidence-based evaluation in the funding performance evaluation of local science and technology major projects. Based on the theory of evidence-based evaluation, this article constructs the funding performance evaluation framework of science and technology major projects in Fujian Province, and carries out the analysis and evaluation from the dimensions of strategic positioning, funding performance, management performance, and impact effects by using the evaluation methods such as policy text analysis, mathematical statistics, and case studies, etc. The results show that the science and technology major projects in Fujian Province are progressing smoothly on the whole, the funding system is relatively complete, the process management is scientific and effective, and the implementation performance is remarkable, but there are still some deficiencies. Finally, some countermeasures and suggestions are given to provide data support and reference basis for the formulation and improvement of relevant science and technology policies.
