高校科技成果转化中的症结及其化解逻辑

The crux of the transformation of scientific and technological achievements in universities and its resolving logic

为深入分析导致我国高校科技成果转化存在问题的症结所在和解决对策，主要基于2016至2020年教育部发布的《高等学校科技统计资料汇编》的有关数据，梳理发现主要存在两大问题，即专利转化率与快速增长的专利数量不相称和技术转让收入与不断加大的科技经费投入不相称，而专利质量不高、过于强调学术评价、中试经费投入不足和科研活动组织管理模式单一等是问题的关键原因所在，对此研究提出源头治理、供给侧突围的症结化解逻辑及相关对策建议，包括科研团队建设由学科型转向公司型、科技成果评价由学术导向转为市场导向、科研管理重视过程及结果监管、实行全链条及一体化研发组织模式和优化投入结构等。

Abstract:

In order to deeply analyze the problems and solutions leading to the transformation of scientific and technological achievements in Chinese universities, this paper mainly bases on the relevant data of the "Compilation of Scientific and Technological Statistical Data of Universities" issued by the Ministry of Education from 2016 to 2020, and find that there are two main problems. That is, the patent conversion rate is not commensurate with the rapidly growing number of patents and the income from technology transfer is not commensurate with the increasing investment in science and technology funds. The key reasons for the problem are the low quality of patents, the over-emphasis on academic evaluation, the insufficient investment in pilot test funds and the single organization management mode of scientific research activities. This study puts forward the solution logic and relevant countermeasures and suggestions of source governance and supply-side breakthrough, including the construction of scientific research team from discipline type to company type, the evaluation of scientific and technological achievements from academic orientation to market orientation, the management of scientific research attaches great importance to the supervision of process and results, the implementation of the whole chain and integrated research and development organization mode, and the optimization of input structure.
