Abstract:This paper selects from 2007 to 2018 provincial panel data to explore the impact of different types of capital-biased technological progress on carbon emission efficiency, by constructing Super-SBM model to calculate the carbon emission efficiency of 30 provinces (cities) in China (except Tibet, Hong Kong, Macao and Taiwan) , and using GML index to measure the dynamic change and composition of carbon emission efficiency, furthermore, Tobit regression was used to identify the influencing factors. The study found: ① The carbon emission efficiency of most regions in China is low, and the carbon emission efficiency has decreased to some extent from 2007 to 2018. ② The change of carbon emission efficiency is mainly caused by the change of technical efficiency. ③ ICT capital-biased technological progress and human capital-biased technological progress have a significant inhibitory effect on the improvement of carbon emission efficiency in 30 provinces as a whole and in energy-rich regions, it can promote the improvement of carbon emission efficiency in energy-deficient region.
