Abstract:as an innovative organization mechanism stimulated by a specific event, the Collaborative Innovation Network for High-tech Winter Olympics is of important practical significance for China’s science and technology innovation governance system in terms of itsinnovative practices, such as multi-subject participation, network organization model, scientific research approaches, and application innovation paths, etc. Taking the Collaborative Innovation Network for High-tech Winter Olympics as the research object, based on the interactive relationship between science and technology and Olympic Games, this paper discusses the formation and operationalmechanism of the Network from four dimensions:multi-system integration, multi-subjectcollaboration, multi-organization nesting, and multi-mechanism linkage. It constructs the Network’s operational framework based on the system perspective, clarifies its structure from the vertical and horizontal government interaction relationship and the multi-subject cooperative relationship, and summarizes the constructionexperience and effectiveness of theNetwork from the aspects of concepts, institutional advantages, organizational model innovation, scientific research paradigm innovation, collaborative innovation mechanism and so on, so as to provide enlightenment and reference for improving China’s scientific and technological innovation governance system and innovation governance model.
