中国科技成果转化政策有效性评价:以长三角“三省一市”为例

Evaluation of the Effectiveness of China"s Policy for Transformation of Scientific and Technological Achievements:Taking the “Three Provinces and One City” in the Yangtze River Delta as an example

摘要:

科技成果转化政策对于地区的科技成果转化活动有非常强大的导向作用。基于模糊思想与QFD方法,以长三角地区“三省一市”最新颁布的科技成果转化政策为目标,通过五项科技成果转化政策功能与十二项科技成果转化政策维度的重要度与实施效果分析,设计科技成果转化政策的有效性评价方法,实证研究了长三角地区的科技成果转化的有效性,得出长三角地区可以通过改善“人才投入”、“融资支持”、“基础建设”和“信息服务”四个维度的政策工具来更高效的提高科技成果转化政策的有效性,对加快地区科技创新实力提升具有重要意义,是科技成果转化政策研究的新方法。

Abstract:

The policy for the transformation of scientific and technological achievements has a strong guiding effect on the regional transformation activities.Based on fuzzy thinking and QFD method and the sample of the latest policies on the transformation of scientific and technological achievements in the three provinces and one city (Jiangsu Province, Zhejiang Province, Anhui Province and Shanghai) of the Yangtze River Delta region, this thesis analyses the importance and effect of implementation of the 5 combined policies and 12 combined policies on scientific and technological achievements transformation and designs the effective evaluation method for scientific and technological achievements transformation policy.Through researches on the effectiveness of the policies mentioned on the delta region of Yangtze river, it is concluded that the delta region can improve policies on "talent input", "financing", "infrastructure" and "information service" to enhance the effectiveness of the policy of transformation of scientific and technological achievements, which is of great significance to accelerating regional technological innovation and provides a new method for the transformation of scientific and technological achievements in the future.
