构建西安兰州国家区域科技创新中心的考虑

摘要:

推进全国科技创新中心的布局建设，对于构建新发展格局、促进区域协调发展、打造创新主引擎具有重要现实意义。本文基于我国区域科技创新中心建设实际，对比分析主要地区和城市群科技创新发展基础，提出新时期我国区域科技创新中心建设的优先选择。在此基础上，多维对比分析建设西安兰州国家区域科技创新中心的基础与优势，提出以“点线面”结合方式，以“秦创园”和“陇创带”建设“串珠型”科技走廊和10个方面的创新联合体，积极主动融入国家重大区域战略，探索建立协同联动、高效高能、互惠互利的合作机制等建议。

Abstract:

Promoting the layout and construction of the national scientific and technological innovation center has important practical significance for building a new development pattern, promoting regional coordinated development, and creating the main engine of innovation. Based on the actual construction of regional scientific and technological innovation centers in China, this paper compares and analyzes the scientific and technological innovation development foundation of major regions and urban agglomerations, and puts forward the priority choice for the construction of regional scientific and technological innovation centers in China in the new era. On this basis, the foundation and advantages of the construction of Xi'an and Lanzhou national regional science and technology innovation center are analyzed in a multi-dimensional comparative way, and suggestions are put forward, such as the combination of "point, line and plane", the construction of "pearl shaped" science and technology corridor and 10 innovation consortia with "qinchuang Park" and "longchuang belt", the active integration into national major regional strategies, and the exploration of the establishment of a cooperative mechanism of synergy, high efficiency, high energy and mutual benefit.
