新发展格局下我国产业链安全稳定发展面临的科技风险与防范对策

Research on scientific and technological risks and countermeasures for the safe and stable development of industrial chain in China

摘要:

本文通过产业链的理论溯源，明晰产业链安全稳定发展的重要性。同时，从研究全球产业链回流化、外流化、多元化、区域化的发展趋势入手，指出我国产业链发展存在的科技风险，包括传统产业领域产业链完整性遭遇较大挑战，战略性新兴产业领域产业链“卡脖子”问题凸显、价值链的层级有待提升等，并认为在国内国际双循环的大环境下，有必要从稳链、补链、强链、控链等视角出发，拓展“一带一路”沿线市场；强化东中西部产业创新协同；培育产业生态掌控型企业；与西方国家建立和而不同的非对称威慑技术能力体系，形成时刻保有的产业链反制能力，在若干领域形成控制性优势和反制力量等。

Abstract:

This paper clarifies the importance of the safe and stable development of the industrial chain through the theoretical tracing of the industrial chain.And starts with the study of the development trend of global industrial chain reflow, outflow, diversification, and regionalization, this paper points out the scientific and technological risks of the development of China’s industrial chain, including the challenges to the integrity of the industrial chain in traditional industries, the problem of "stuck neck" in the industrial chain of strategic emerging industries, and the need to improve the level of the value chain, etc.From the perspectives of stabilizing, supplementing, strengthening, and controlling the chain,this paper suggests that in the context of domestic and international dual circulation, it is necessary to expand the market along the “Belt and Road” ; strengthening industrial innovation collaboration between the east, central and western regions; cultivating industrial ecological control enterprises; establishing an asymmetric deterrent technology capability system that is harmonious but different from that of Western countries, forms a counter-capacity of the industrial chain that is always maintained, and forms control advantages and counter-forces in several fields.
