粤港澳大湾区产业创新人才开发路线图的方法与实践 ——以“双碳”背景下绿色低碳产业创新人才开发路线图为例

摘要:

本文研究并提出粤港澳大湾区产业创新人才开发路线图的制定原理并构建一套标准化的工作方法。通过对产业链及其技术组成的深入探讨，构建“产业链—技术链—人才链”的关联分析，以产业的发展路径为指引，以实现产业发展的重大需求和攻克产业关键共性技术为目标，以专利、论文为依据，有针对性地对粤港澳大湾区产业创新发展所需人才进行定性和定量研究，对人才资源在全球分布状况进行系统考察，锁定人才据点，提出引进人才的系统化配置方案和建议。在构建方法论体系的基础上，本文以绿色低碳产业为例，对产业创新人才开发路线图的制定进行了实例展示，并结合实践从一般性层面提出了粤港澳大湾区产业创新人才开发路线图应用的思考，在人才开发研究方法上弥补了国内研究的空白。

Abstract:

This paper studies and proposes the principles of formulating the roadmap for the development of industrial innovative talents in the Guangdong-Hong Kong-Macao Greater Bay Area and constructs a set of standardized working methods. Through an in-depth discussion of the industrial chain and its technical composition, an association analysis of "industrial chain-technical chain-talent chain" is constructed, guided by the development path of the industry, with the goal of realizing the major needs of industrial development and overcoming key common technologies in the industry , based on patents and papers, conduct targeted qualitative and quantitative research on talents needed for industrial innovation and development in the Guangdong-Hong Kong-Macao greater bay area, systematically inspect the global distribution of talent resources, lock talent bases, and propose a system for introducing talents optimized configuration schemes and suggestions. On the basis of constructing a methodological system, this paper uses green and low-carbon industries as an example to demonstrate the formulation of a roadmap for the development of industrial innovative talents, and puts forward the application of the roadmap for the development of industrial innovative talents in the Guangdong-Hong Kong-Macao Greater Bay Area from general perspective.It fills the gap of domestic research in the research method of innovative talent development.
