新型研发机构已成为国家创新体系的重要主体,强化新型研发机构韧性是在当前VUCA环境中实现稳定发展的关键。通过对新型研发机构进行模块化分析,提出了新型研发机构运行过程的韧性化解释,识别出循环可变性、交互性、冗余性、稳健性四维韧性特征,构建了新型研发机构韧性评价体系,并选取初创型和成长型两类新型研发机构开展实践应用,验证了该评价体系的合理性和可行性,为保障新型研发机构抵御外部冲击,实现良性发展提供了新路径。

New R&D institutions have become an important subject of national innovation system. Strengthening the resilience of new R&D institutions is the key to achieving stable development in the current VUCA environment. Through the modular analysis of new R&D institutions, this paper puts forward the toughness interpretation of the operation process of new R&D institutions, identifies the four-dimensional toughness characteristics of cyclic variability, interactivity, redundancy and robustness, and constructs the toughness evaluation system of new R&D institutions. Two types of new R&D institutions, namely, start-up and growth, are selected to carry out practical application, which verifies the rationality and feasibility of the evaluation system, and provides a new path for ensuring the new R&D institutions to resist external shocks and achieve sound development.
