Abstract:Based on the provincial panel data, an empirical model was built to analyze the impact of the input of innovation factors and the strength of the connection between the main bodies of the industry-university-research system on the innovation output. Then, a theoretical deduction was made based on the test results combined with the principle of marginal output to discuss the allocation of regional innovation factors. The following conclusions are drawn: 1. The intensity of production-university-research cooperation has no effect on paper output, but has a positive effect on new product output. 2. Marginal input of scientific research funds plays a significant role in promoting both the innovation results of basic research and the performance of technological innovation. 3. In China's industry-university-research collaborative innovation system, there is mismatch of R&D input resources, and R&D personnel input is relatively excessive and R&D funds input is relatively insufficient.
