Abstract:In view of the obvious regional researches on new R&D institutions in China and the lack of relevant research on new R&D institutions in Beijing, in order to systematically grasp the experience and shortcomings of new R&D institutions in Beijing, a research framework is constructed from macro, meso and micro levels, taking eight new R&D institutions including National Institute of Biological Sciences as examples, the construction experience and existing problems or challenges of new R&D institutions in Beijing are summarized and analyzed. The results show that Beijing's new R&D institutions have achieved good results in top-level design, agglomeration of innovative elements, and system and mechanism innovation, but they are still deficiencies in the institutional sustainability, the construction of collaborative innovation mechanism and the gathering of talents. On this basis, in order to further promote the high-quality development of new R&D institutions in China, it puts forward policy suggestions on strengthening top-level design and policy guidance, innovation ecosystem construction and modern scientific research institute system construction.
