Abstract:Based on the concept of high-quality development, this paper constructs the index system and mathematical model of environmental evaluation of scientific and technological talent development, and takes 90 districts and counties in Zhejiang province as samples to conduct empirical research, and discusses the promotion path of environmental optimization of scientific and technological talent development at the regional and county scale in Zhejiang province. The results showed that: (1) In Zhejiang province, the science and technology talent development environment component scores and comprehensive scores were presented significant "pyramid" type structure, science and technology talent development environment quality at lower levels, and each dimension development level disparity is bigger, and have certain space aggregation, overall in Hangzhou as the center of the circle "high, medium, and low levels of envelops type distribution. (2) From the evaluation score of each sub-item (dimension), the green development environment of Zhejiang province is the best, followed by the innovative development environment and open development environment, and the coordinated development environment and shared development environment are the worst. (3) according to the Zhejiang province face up with the number of research institutes and colleges and universities in Hangzhou and Ningbo, relative to the income of high prices and poor double the effect of FDI inflows, and inadequate public infrastructure problems, put forward both from the provincial level science and technology talent development environment optimized path, also from the features for the board and its development of districts and counties, The countermeasures and suggestions are designed to improve the development environment of local scientific and technological talents from the aspects of emphasizing infrastructure and optimizing talent structure.
