基于创新要素跨区域流动的一般规律和动力因素,探讨在粤港澳大湾区“两种制度、三个关税区、三种法律体系”下,公共政策如何推动创新人才和科技资源在粤、港、澳三地畅通流动和配置。针对科研人才过境、跨区域创业就业、科研经费过境管理、科技金融服务、科研仪器设备过境等关键问题,提出破解创新要素跨境流动障碍、推动三地共建粤港澳大湾区国际科技创新中心的政策建议。

Based on analysis on mechanism and dynamic factors of the cross border circulation of innovation resources, this paper studies government policies how to promote the flow of scientific and technological resources between Guangdong, Hong Kong and Macao. To support the construction of the international science and technology innovation center, this paper puts forward suggestions to solve the problems on the entry and exit of talents, entrepreneurship and employment in different places, cross-border management of scientific research funds, financial service, entry and exit of scientific research instruments and equipment.
