Abstract:Regional innovation community is a new formulation that goes beyond the general intergovernmental cooperation mechanism of regional innovation. It is a model exploration integrating the two mechanisms of government and market. It is of positive significance to deepen the theory of intergovernmental cooperation and regional innovation. Based on the theory of intergovernmental cooperation, this paper puts forward the definition of regional innovation community, analyzes the generation mechanism of regional innovation community from the macro, meso and micro perspectives, and constructs the Intergovernmental Cooperation Framework under the concept of regional innovation community. Taking the Chengdu Chongqing twin city economic circle as an example, this paper measures the intergovernmental cooperation of the regional innovation community from the two dimensions of intergovernmental policy agreement and patent cooperation. It is found that the participation in policy cooperation is wide, but the cooperation network density is not high, the patent R & D cooperation presents a polar effect, many cities do not participate in the R & D cooperation network, and the cooperation mechanism at the administrative level needs to be further implemented in the specific innovation R & D cooperation. Finally, it puts forward suggestions from four aspects: the awareness of regional innovation community, innovation cooperation network, the "multi-core" model of intergovernmental innovation cooperation and the joint innovation policy support system.
