战略性新兴产业与高质量发展耦合协调的时空特征——基于2010-2019年省际面板数据的分析

Spatial and Temporal Characteristics of Coupling and Coordination between Strategic Emerging Industries and High-Quality Development——Analysis Based on Inter-provincial Panel Datas from 2010-2019

“十四五”规划指出,要深入贯彻新发展理念,加快构建新发展格局,战略性新兴产业将成为我国现代经济体系建设的新支柱,是推动高质量发展来破解经济社会发展不平衡、不充分难题的关键产业。通过对战略性新兴产业与高质量发展间的耦合机理进行分析,构建战略性新兴产业和高质量发展耦合协调度的评价模型,利用2010-2019年中国内地31个省域的相关数据,测量战略性新兴产业和高质量发展的综合水平及其耦合协调关系。研究发现：战略性新兴产业与高质量发展的水平均呈现稳步增长的态势,两者间的耦合协调等级也在不断提高,但仍处于高等级省域少、低等级省域多的“金字塔”模式,整体处于失调状态,并且战略性新兴产业与创新、开放两个子系统的耦合协调度差于总体的耦合协调情况。根据以上结论,提出了促进战略性新兴产业与高质量发展的政策建议。

Abstract:

The "14th Five-Year Plan" points out that we should thoroughly implement the new development concept, accelerate the construction of a new development pattern, strategic emerging industries will become the new pillar of China"s modern economic system construction, is to promote high-quality development to crack the problem of unbalanced and inadequate economic and social development of the key industries. By analyzing the coupling mechanism between strategic emerging industries and high-quality development, constructing an evaluation model of the coupling and coordination degree of strategic emerging industries and high-quality development, and measuring the comprehensive level of strategic emerging industries and high-quality development and their coupling and coordination relationship by using relevant data of 31 provinces and regions in mainland China from 2010-2019. The study finds that the levels of strategic emerging industries and high-quality development both show steady growth, and the coupling and coordination levels between them are improving, but they are still in a "pyramid" pattern with few high-ranking provinces and many low-ranking provinces, and the overall state of dysfunction, and the coupling and coordination levels of strategic emerging industries and the innovation and openness subsystems are worse than the overall level. The coupling coordination of strategic emerging industries, innovation and openness is worse than the overall coupling coordination. Based on the above findings, policy suggestions are proposed to promote strategic emerging industries and high-quality development.
