Abstract:Based on the perspective of policy coordination, using the panel data of 21 cities of Guangdong province from 2006 to 2019, this paper makes an empirical analysis on industrial structure and environmental regulation’s green development effect, regional heterogeneity and transmission mechanism. The results show that: The upgrading of industrial structure significantly enhanced the green development level of Guangdong and the Pearl River Delta region, but the coastal economic belt and the northern ecological zone do not significantly promote the green development. Environmental regulation not only directly affects green development, but also has differentiated moderating effect on the relationship between industrial structure upgrading and green development. That is, environmental regulation promotes the positive impact of industrial structure on green development in the coastal economic belt and the northern ecological zone, but the opposite in the Pearl River Delta region. There is a single threshold in the relationship between environmental regulation and green development, taking the industrial structure advanced as threshold variable. When the industrial structure is in a low level of upgrading stage, moderate environmental standards are conductive to the improvement of green development level. When the industrial structure is in a high level, the level of green development decreases with the increase of environmental regulation intensity.
