Abstract:In view of the local governments are usually more inclined to support the "visible" project or projects that can bring about "visible" achievements in the short term, this paper explores the government support for new R&D financial subsidies preferences, in order to provide reference for the government to formulate subsidy policies for new institutions and promote the high-quality development of new institutions. Based on the visual perspective, the paper takes 187 new R&D institutions in Guangdong province as samples, empirically analyzes the local government's financial support preference for new R&D institutions and its internal mechanism from two dimensions: the professional title level of researchers and the status of industrialization of scientific and technological achievements. It is found that financial support for the new R&D performance have a significant role, and the number of senior scientific research personnel, and the industrialization of achievement play a significant role in promoting the new R&D institutions to obtain financial funds, especially have obvious performance in the new R&D institutions in the Pearl River Delta region, and the new R&D institutions led by universities and scientific research institutes. Therefore, in order to more rationally allocate innovation resources and promote the sustainable innovation of new R&D institutions, it is suggested that local governments should pay attention to the targeted adjustment and optimization of relevant policy support preferences, and guide the more comprehensive development of new R&D institutions.
