Abstract:According to the national policy spirit of actively developing market-oriented evaluation, standardizing third-party evaluation, and fully mobilizing the enthusiasm of various evaluation subjects, this paper summarizes and analyzes the development practice of third-party evaluation of scientific and technological achievements in China from the perspective of overall institutional construction, with a view to providing theoretical support for the institutional construction of third-party evaluation of scientific and technological achievements. Based on the investigation and statistical analysis of the relevant standards, papers, policies and other literature information of the evaluation of scientific and technological achievements in China, the concept and classification, policies, standards and processes of the evaluation of scientific and technological achievements are comprehensively analyzed, and it is concluded that the current third-party evaluation of scientific and technological achievements in China has become the mainstream and the evaluation role is obvious. At the same time, it is found that the independent status of third-party evaluation institutions lacks the protection of laws and regulations, specialization, standardization In view of the problems in the current evaluation, such as the lack of standardization and the shortage of talents, we should further implement the requirements of laws and regulations such as the newly revised Law on the Progress of Science and Technology and the National Guidance on Improving the Evaluation Mechanism of Scientific and Technological Achievements, improve the evaluation mechanism of scientific and technological achievements, and strengthen the construction of third-party evaluation institutions of scientific and technological achievements, so as to make them fully adapt to the market-oriented development trend and professional and standardized development, Help scientific and technological innovation.
