为提升我国农作物区域育种创新、实现种业科技自立自强,深入探究FDI技术溢出如何影响农作物区域育种创新。采用1999-2019年29个省份的面板数据,在评估各省份植物新品种保护水平的基础上,定量分析FDI技术溢出对我国农作物区域育种创新的影响及植物新品种保护的调节效应。研究表明:FDI技术溢出能够促进农作物区域育种创新,植物新品种保护能强化这一效应;且上述结论在农作物区域育种创新高、中等水平地区作用更为显著,低水平地区的FDI技术溢出对农作物区域育种创新未产生显著影响且植物新品种保护具有抑制作用,但二者共同作用能有效提升农作物区域育种创新。

In order to enhance the innovation of regional crop breeding in my country and realize the self-reliance and self-improvement of seed industry technology, this paper deeply explores how FDI technology spillovers affect regional crop breeding innovations. Using the panel data of 29 provinces from 1999 to 2019, evaluating the protection level of new plant varieties in each province and quantitative analysis the impact of FDI technology spillover on China’s regional crop breeding innovation in China and the regulatory effect of new plant variety protection. The research shows that FDI technology spillover can promote regional crop breeding innovation, and the protection of new plant varieties can strengthen this effect; the above conclusions have a more significant effect in regions with high and medium levels of regional crop breeding, the spillover of FDI technology in low-level regions has no significant impact on regional crop breeding innovation and protection of new plant varieties showed an inhibitory effect, but the combined effect of the two can effectively improve the innovation of regional crop breeding.
