Abstract:There are challenges including lack of systematic understanding, action plans and digital means on the way to achieve carbon peak and carbon neutralization in China. It is necessary to explore from a theoretical perspective how the new data infrastructure can synergistically promote the digital China strategy and the national strategy of carbon peaking and carbon neutralization for China. Based on the essential characteristics of innovative development driven by data elements and digital intelligence enabled by data infrastructure, this paper constructs a dynamic integration theoretical framework of data infrastructure enabling "dual carbon" from the perspective of "data-mechanism-enabling" process. By systematically discussing the system architecture of the carbon neutral databank, it explains the multi-level dynamic process mechanism of the new data infrastructure to help achieve peak and neutral. At the same time, this paper points out that the mechanism faces such realistic challenges as high data infrastructure operation cost, difficulty in regional coordination of digital, intelligent and low-carbon high-quality development, great resistance to realize the multi-path goals of "dual carbon". It also puts forward some countermeasures, such as dual wheel driving through system innovation and technological innovation, breaking through the barriers of dual carbon data financing, and improving and perfecting the data infrastructure in this paper.
