高校职务科技成果权属改革难点与对策研究

摘要:

赋予科研人员职务科技成果所有权或长期使用权试点开展过程中，还存在着缺乏可参考借鉴的模式、可赋权成果来源较少、国资管理等难点。本文通过对问题进行深入分析，在组织架构、规章制度、国资管理3个层面提出解决方案，并针对负面清单、人才培养、提高科研人员意愿以及国资管理方面提出4点建议。通过建立完善的规章制度，可有效降低单位负责人员的顾虑，提高科研人员的赋权和转化意愿，促进赋权试点工作的顺利开展。

Abstract:

In the process of pilot project of granting scientific and technological achievements ownership or long-term use rights to researchers, there are still some difficulties, such as lack of reference model, few sources of empowering achievements, state-owned assets management and so on. Through an in-depth analysis of the problems, this paper puts forward solutions in three aspects: organizational structure, rules and regulations, and state-owned assets management, and puts forward four suggestions on negative list, personnel training, improving the will of scientific research personnel and state-owned assets management. Through the establishment of perfect rules and regulations, we can effectively reduce the concerns of the responsible personnel of the unit, improve the empowerment and transformation willingness of scientific research personnel, and promote the smooth development of the pilot work of empowerment.
