广州市重大科技专项项目组织实施与管理思考：以首批重点领域研发计划项目立项分析及组织实施情况为例

广州市重点领域研发计划是广州市科技计划体系改革后的最重要科技计划之一，是最具代表性的重大科技专项。本文基于广州市重点领域研发计划首批5个专项24个方向的立项情况和关键节点考核情况，从申报指南、承担单位类型、经费资助情况等方面分析了广州市重点领域研发计划的基本特点和存在问题，并围绕抓好顶层设计、完善立项评审机制和强化实施期管理三方面进行思考,提出优化申报指南编制、合理配置财政专项资金，探索多元化评审方法、完善评审专家遴选，完善项目经费拨付制度、优化项目组织管理机制、充分发挥专业力量加强项目管理等建议，为改进优化广州市重大科技计划项目组织实施与管理，以及地方有关政府部门制定产业发展政策、规划提供参考。

Abstract:

The Guangzhou key field R&D plan is one of the most important science and technology plans after the reform of Guangzhou's science and technology planning system, and it is the most representative major science and technology project. Based on the first batch of five special projects and 24 directions of the Guangzhou key field R&D plan, this paper analyzes the basic characteristics and key points of the Guangzhou key field R&D plan from the application guidelines, types of undertaking units, funding and other aspects. There are problems, and think about three aspects: grasping the top-level design, improving the project review mechanism and strengthening the management during the implementation period, and proposes to optimize the formulation of the application guidelines, rationally allocate special financial funds, explore diversified review methods, improve the selection of review experts, and improve project funding. Suggestions on the disbursement system, optimizing the project organization and management mechanism, and giving full play to professional strength to strengthen project management provide a reference for improving and optimizing the organization, implementation and management of major science and technology projects in Guangzhou, and for relevant local government departments to formulate industrial development policies and plans.
