Abstract:It has become an important direction to improve the science and technology evaluation system by evaluating the values of science and technology achievements properly (the value from the aspects of science, technology, economy, society and culture), but the theoretical basis of value evaluation is not studied sufficiently in evaluation community. Starting from the essence of evaluation, this paper tries to propose a set of theoretical foundations on value evaluation, including identifying the connotation of value evaluation, using domestic and foreign award-winning achievements as cases to elaborate the five major values, and proposing four evaluation principles, such as conforming to national public interest, conforming to the law of science and technology development, classified evaluation and limited use. Finally, the significance of the paradigm shift of value evaluation in science and technology evaluation system is explained, and some thoughts on how the evaluation community can meet the new challenges brought by value evaluation are also presented.
