Abstract:Aiming at the requirements of the government's science and technology decision-making process, this paper explores the science and technology management data service mode for the government's macro science and technology decision-making, aiming at providing accurate and intelligent science and technology management data service. Firstly, six basic principles of constructing the service mode of science and technology management data are studied and put forward, and a circular structure is formed by integrating user elements, data elements and service elements. Secondly, in view of the government's science and technology policy decision-making, science and technology strategy decision-making and science and technology planning decision-making, the science and technology decision-making process is subdivided into four stages. Based on the demand-driven and data-driven concepts, the science and technology management data service mode including data resource layer, fusion analysis layer, data service layer and decision demand layer is constructed, and the specific service demand and service content of each stage is further analyzed. It provides reference for improving the service ability of science and technology management data in science and technology decision-making and promoting the transformation of the government from empirical decision-making to scientific and intelligent decision-making.
