探索人才中心和创新高地评价方法，以促进我国世界重要人才中心和创新高地建设。梳理总结国内外经典的创新指数评价模型，包括国家创新指数和中国创新指数；全球创新指数、欧盟创新记分牌和硅谷指数，结果过发现：五种创新评价指数均以创新投入和创新产出为基本框架但评价指标侧重方向不同。结合已有主要创新评价指标体系的优缺点，以创新投入和创新产出指标为基本框架，优化构建我国世界重要人才中心和创新高地评价指标体系，强调注重创新投入指标、创新产出指标、潜力指标、精神层面指标和创新效果指标；并构建我国世界重要人才中心和创新高地创新指数计算方法，提出对不适用个别经济体指标进行替换、评价体系与激励体系相结合、指标体系必须进行更新的实施建议。

Abstract:

exploring the evaluation methods of talent center and innovation heights can promote the construction of the world important talent center and innovation heights. Summarize the classic innovation index evaluation models at home and abroad, including Innovative Country Evaluation System and China Innovation Index;Global Innovation Index, EU Innovation Scoreboard, Silicon Valley Index,. The results show that the five innovation evaluation indexes all take innovation input and innovation output as the basic framework, but the evaluation indexes focus on different directions. By combining the advantages and disadvantages of the existing main innovation evaluation index system and taking the innovation input and innovation output index as the basic framework, we can optimize the construction of the world's important talent center and reaches the conclusion that the evaluation system should focus on innovation input indicators, focus on innovation output indicators, focus on potential indicators, focus on spirituality indicators and focus on innovation effect indicators; and construct an evaluation system and make recommendations for the implementation of the system indicator calculation method, the replacement of indicators that are not applicable to individual economies, the integration of the evaluation system with the incentive system, and the necessity of updating the indicator system.
