    目前我国缺乏对林草领域科技创新能力评价的研究以及对科研院所科技创新能力评价的国家(推荐)标准,因此基于林草行业的特殊性以及林草科研院所是林草科技创新策源地的定位,对国内外科研院所创新能力评价实践包括评价的体系、流程和导向等方面进行分析,针对我国林草领域缺乏人才、平台实力薄弱以及评价机制不活等现实问题,从评价的内容、主体、方法及流程、结果的使用等维度构建我国林草科研院所创新能力评价的逻辑体系,提出要面向国内林草科研院所进行全覆盖的创新评价,即区分不同行政级别层级进行评价,并保证科研院所的行政和科技主管部门的协同支持,同时要进行全过程的科技创新评价,即对科学研究本身、科学研究成果及其产生的社会效应等各个环节作出评价。最后,结合我国林草科技创新所面临的现实问题,提出要构建以人才培养、科研平台建设为核心的林草科研院所创新评价指标体系,以期树立林草科研院所科技创新评价新导向,达到“以评促建”的目的。

    Abstract:

    At present, there is a lack of research on the evaluation of scientific and technological innovation ability in forestry and grass fields and national (recommended) standards for the evaluation of scientific and technological innovation ability in research institutes. Therefore, based on the particularity of forestry and grass industry and the positioning of forestry and grass research institutes as the source of scientific and technological innovation, this paper analyzes the evaluation practice of scientific and technological innovation ability of research institutes at home and abroad, including the evaluation system, process and orientation. In view of the real problems in the field of forestry and grass in China, such as lack of talents, weak platform strength and ineffective evaluation mechanism, this paper constructs a logical system for the evaluation of innovation ability of forestry and grass research institutes in China from the dimensions of evaluation content, subject, method and process, and the use of results, and puts forward that it is necessary to conduct a full-coverage innovation evaluation for domestic forestry and grass research institutes, that is, to distinguish different administrative levels, to ensure the collaborative support of the administrative and scientific and technological authorities of research institutes, and to conduct a full-process scientific and technological innovation evaluation, that is, scientific research itself and scientific research. Finally, combined with the practical problems faced by scientific and technological innovation of forestry and grass in China, it is proposed to build an innovation evaluation index system of forestry and grass research institutes with talent training and scientific research platform construction as the core, in order to establish a new orientation of scientific and technological innovation evaluation of forestry and grass research institutes and achieve the purpose of "promoting construction by evaluation".
