Abstract:The urban disaster is a constant source of loss of life and property for human society. In order to help urban management departments and organizations identify weak points in the management process, improve and enhance the scientific and standardized emergency management of the urban disaster, this paper proposes an urban disaster emergency capacity maturity assessment model. The model constructs a framework of urban disaster emergency capacity maturity elements, screens and determines a capability maturity index system, and establishes an assessment process. The evaluation of emergency management ability in Yan'an City, Shaanxi Province shows that the assessment model can reasonably evaluate the current emergency capacity maturity level of cities, and provide a reference for the methodological path of how cities can continuously enhance their disaster emergency management capabilities.
