Abstract:As the "leader" in the construction of a powerful country in higher education in China, "double first-class" universities are an important part of the national scientific and technological innovation system, and are the key subjects to serve the country's high-level scientific and technological self-reliance and self-improvement. It is of great practical significance to study the attention allocation ofscientific and technological innovation in "double first-class" universities. Attention resource is a kind of scarce resource. Based on the attention theory of bounded rational decision-makers, this research has analyzed the attention allocation of universities’ scientific and technological innovation, using Nvivo11 qualitative analysis software to study the texts of the "14th Five-Year Plan" of 25 "double first-class" universities. The study found that during the "14th Five-Year Plan" period, Fudan University, Peking University, Xi'an Jiaotong University, and Wuhan University gave the highest attention to scientific and technological innovation , the highest attention was paid to scientific and technological innovation in universities in the central region, and the highest attention was paid to scientific and technological innovation in comprehensive universities. In general, there are large differences in the attention allocation to scientific and technological innovation among universities, between different types of universities, and between universities in different regions. Therefore, universities should dynamically adjust the allocation strategy of attention to scientific and technological innovation, actively support high-level scientific and technological self-reliance and self-improvement, and serve the national strategic needs with high quality.
