“十四五”时期高校科技创新注意力配置研究 -基于“双一流”高校“十四五”规划文本分析

Research on the Attention Allocation of Universities ’Scientific and Technological Innovation in the 14th Five-Year Plan Period-Based on the text analysis of the "14th Five-Year Plan" of "Double-First-Class" Universities

摘要:

作为中国高等教育强国建设的“领头雁”，“双一流”高校是国家科技创新体系的重要组成部分，是服务国家高水平科技自立自强的关键主体，研究“双一流”高校科技创新注意力配置情况具有重大现实意义。注意力资源是一种稀缺资源，基于有限理性决策者注意力理论，运用Nvivo11质性分析软件对25所“双一流”高校“十四五”规划文本进行分析，研究高校科技创新注意力配置情况。研究发现，复旦大学、北京大学、西安交通大学、武汉大学在“十四五”时期，给予科技创新的注意力最高，中部地区高校给予科技创新力的注意力最高，综合高校给予科技创新的注意力最高。总体而言，高校之间、不同类型高校之间、不用区域高校之间，科技创新注意力配置差异比较大。因此，建议高校要动态地调整对科技创新注意力的配置策略，主动支撑高水平科技自立自强，高质量服务国家战略需求。

Abstract:

As the "leader" in the construction of a powerful country in higher education in China, "double first-class" universities are an important part of the national scientific and technological innovation system, and are the key subjects to serve the country's high-level scientific and technological self-reliance and self-improvement. It is of great practical significance to study the attention allocation ofscientific and technological innovation in "double first-class" universities. Attention resource is a kind of scarce resource. Based on the attention theory of bounded rational decision-makers, this research has analyzed the attention allocation of universities’ scientific and technological innovation, using Nvivo11 qualitative analysis software to study the texts of the "14th Five-Year Plan" of 25 "double first-class" universities. The study found that during the "14th Five-Year Plan" period, Fudan University, Peking University, Xi'an Jiaotong University, and Wuhan University gave the highest attention to scientific and technological innovation , the highest attention was paid to scientific and technological innovation in universities in the central region, and the highest attention was paid to scientific and technological innovation in comprehensive universities. In general, there are large differences in the attention allocation to scientific and technological innovation among universities, between different types of universities, and between universities in different regions. Therefore, universities should dynamically adjust the allocation strategy of attention to scientific and technological innovation, actively support high-level scientific and technological self-reliance and self-improvement, and serve the national strategic needs with high quality.
