何种营商环境有利于数字经济产业发展？

What business environment is conducive to the development of the digital economy industry?

摘要:

文章基于数字经济产业创新性、成长性、全局性、效益性等维度构建评价体系，对中国各省市数字经济产业发展水平进行测算。并以此为结果变量，运用模糊集定性比较分析研究方法，分析营商环境与数字经济产业发展之间的复杂因果关系。结果显示：（1）影响区域数字经济产业发展水平的营商环境兼具“殊途同归”和“多重并发”的特征，能够产生高数字经济产业发展水平的营商环境共计4种组态类型，即：政府激励下-以数字基础设施为核心的创新引领型、市场主导下-以数字基础设施和法治为核心的多元共促型、政府规制下-以数字基础设施和法治为核心的创新引领型、政府规制下-以数字基础设施和法治为核心的市场驱动型；（2）数字基础设施建设水平和法治化条件是驱动数字经济产业发展最为核心的营商环境要素；（3）过强的政府规制水平会对数字经济产业发展产生阻碍作用。

Abstract:

This article builds an evaluation system based on the dimensions of innovation, growth, overall and benefit of the digital economy industry, measures the development level of the digital economy industry in China's provinces and cities. Taking this as the outcome variable, the fuzzy set qualitative comparative analysis method is used to analyze the complex causal relationship between the business environment and the development of the digital economy industry. The results show that: (1) The business environment that affects the development The same level of the regional digital economy industry can be reached by varieties of business environment and single factor needs to work in synergy with other factors. There are four recipes of business environment that can promote high level of digital economy industry, including the innovation-led type with digital infrastructure as the core and government incentives, the multiple co-promotion type with digital infrastructure and rule of law as the core under market-led, the innovation-led type with digital infrastructure and rule of law at the core under government regulations, the market-driven with digital infrastructure and the rule of law as the core under government regulations; (2) The level of digital infrastructure construction and the rule of law are the core business environment elements that drive the development of the digital economy industry; (3) Over regulation will hinder the development of the digital economy industry.
