为有效处理综合评价组合赋权过程中的随机性与模糊性,引入定性定量转换的正态云组合赋权模型方法。该方法利用逆向云发生器算法将多个主客观权重进行信息融合,生成不确定正态云组合权重,再兼顾形状-距离正态云相似度测算,按相似度大小进行等级与排序综合评价。以长三角中心区27个城市为例,进行城市生态环境质量综合评价,评价结果表明:(1)相对标准评价云“良”等级,资源利用偏离最远,生态健康相距最近,并通过交互验证说明评价模型的合理性与有效性;(2)长三角中心区城市的生态环境质量水平均处于“一般”与“良”两个等级,其中杭州、舟山、宁波、湖州和台州5个城市处于“良”等级,其余均为“一般”等级。此方法不仅给出了各评价对象在评价属性中的排序,而且将评价对象与实际标准云之间的关系给出了判别,这为决策者对评价区域横向比较和评价单元自身状态纵向判别提供了决策参考。

In order to effectively deal with the randomness and ambiguity in the process of comprehensive evaluation of combination empowerment, the normal cloud combination empowerment model method is introduced. This method uses the reverse cloud generator algorithm to integrate multiple subjective and objective weights to generate uncertain normal cloud combination weights, then takes into account the shape-distance normal cloud similarity measurement, and comprehensively evaluates the rank and ranking according to the similarity size. Taking 27 cities in the central area of the Yangtze River Delta as an example, the evaluation results show that: (1)Relative standard evaluation cloud "good" grade, the resource utilization index deviates the farthest, the ecological health index is closest, and shows the rationality and validity of the evaluation model through interactive verification; (2)the ecological environment quality of the central cities in the Yangtze River Delta is both "general" and "good" levels, among which Hangzhou, Zhoushan, Ningbo, Huzhou and Taizhou are in "good" level, and the rest are "general". This method not only gives the ranking of each evaluation object in the evaluation attribute, but also gives the relationship between the evaluation object and the actual standard cloud, which provides a reference for decision makers to make the horizontal comparison of evaluation regions and the vertical determination of evaluation units themselves.
