Abstract:Strategic emerging industries added value accounted for more than 17% of GDP in 2025, the strategic emerging industries as the leading innovative industrial clusters to give full play to the national high-tech industrial clustering role.In order to improve the cultivation capacity of innovative industry clusters in national high-tech zones, a four-dimensional cultivation capacity evaluation system of carrier construction, main body cultivation, industrial innovation and park association was constructed, and the entropy value method and mutation level method were used to evaluate the cultivation capacity of innovative industry clusters in national high-tech zones.The results show that the nurturing ability of innovative industry clusters in national high-tech zones is uneven, with the eastern part being higher than the central part and the western part. The ability of each dimension of innovative industry clusters will, to a certain extent, enhance the effectiveness of innovative industry cluster cultivation, and the influence of carrier construction ability and industrial innovation ability on cluster cultivation effectiveness is significantly stronger than that of main body cultivation ability and park association ability.
