Abstract:The cost of non commercial resources by employer(NCRPE) is closely related to the scale of NCRPE production system. How to reduce NCRPE cost by reducing production scale is not only a theoretical problem, but also a practical problem. Firstly, according to the characteristics of NCRPE production system, the related costs of NCRPE initial configuration are analyzed, and the relationship between related costs and NCRPE production scale is studied. Secondly, the present value optimization model of NCRPE cost of the program based on the production scale is studied and constructed, and the particle swarm optimization algorithm is selected for simulation. Finally,a case study is carried out to verify the feasibility and effectiveness of the model combined with program Z. The results show that the NCRPE cost optimization model constructed in this paper effectively reduces the production scale of NCRPE, reduces the total cost of NCRPE production system (the sum of construction cost and operation cost), and minimizes the present value of the cost paid by the employer.
