Abstract:In order to evaluate science and technology input-output efficiency of research and development institutions, based on the input and output data of scientific and technological innovation of research and development institutions from 2015 to 2019, through the DEA-BCC model and the Malmquist index, the static and dynamic analysis of science and technology input-output efficiency of research and development institutions is carried out.The results show that in 2019, 90.323% of the provinces were in a non-DEA effective state, of which 92.857% of the provinces had redundant investment in scientific and technological innovation, and 7.143% of the provinces had insufficient investment in scientific and technological innovation.From 2015 to 2019, the scientific and technological innovation efficiency of research and development institutions showed an M-shaped fluctuation, and the improvement or decline of the level of technological innovation was the main influencing factor.
