财政协同金融助推中小企业科技创新的路径研究*

中文：科技创新是推动经济结构转型升级的基础,也是实现社会经济高质量发展的重要保证。科技创新能力的提升,很大程度上取决于是否拥有充足的资金支持以及区域内财政和金融机构的协同水平。由于财政系统与金融系统的运行主体不同,业务流程的执行路径不一,部分地区财政与金融之间的协同效率不高,致使财政资金和金融资金不能有效得到统筹安排,对中小企业科技创新的资金支持难以形成合力,制约着科技创新能力的进一步提升。基于系统动力学原理,结合协同理论,探索财政协同金融扩大资金供应路径,形成以政府财政资金“小投入”撬动金融资金“大投资 ”的“蝴蝶效应”,缓解中小企业科技创新的融资约束,助推中小企业科技研发和成果转化及推广应用。

Abstract:

Scientific and technological innovation is the basis for promoting the transformation and upgrading of economic structure, and also an important guarantee for the realization of high-quality social and economic development. The improvement of scientific and technological innovation capability largely depends on whether there is sufficient financial support and the coordination level of regional fiscal and financial institutions. Due to the different operating entities of the fiscal system and the financial system, the execution paths of business processes are different, the synergy effectof fiscal and financial in some regions is not high, resulting in the inability of fiscal funds and financial funds to be effectively coordinated and arranged. Financial support is difficult to form a synergy, which restricts the further improvement of scientific and technological innovation capabilities. Based on the principle of system dynamics, combined with the synergy theory, explore the path of financial synergy to expand capital supply, form the "Butterfly Effect" of leveraging the "big investment" of financial funds with the "small investment" of government financial funds, alleviate the financing constraints of scientific and technological innovation of small and medium-sized enterprises, and promote the scientific and technological research and development of small and medium-sized enterprises and the transformation, promotion and application of achievements.
