基于技术路线图的北京基因编辑产业发展战略研究

A Study on the Strategies of Developing Gene-editing Industry in Beijing Based on a Technology Roadmap

摘要:

本文以基因编辑为研究对象，采取专利分析、实地调研及德尔菲方法，构建基于技术路线图的产业未来发展分析框架。首先对北京基因编辑技术发展与产业现状进行了优势分析，然后从政策举措、产业环境、产品、关键技术等方面对北京未来十年基因编辑产业发展进行了路线图绘制，最后提出具有针对性的对策建议，从而为北京基因编辑产业发展提供战略决策参考。分析结果表明，北京应进一步做政策与标准的国内领先者、加强原创性基础研究、对产品和技术选择性商业化应用、加大基因编辑发展的科普宣传。

Abstract:

Focusing on gene-editing and employing methods of patent analysis, field research and Delphic method, this study builds an analysis framework for the future development of the industry based on the technology roadmap. Based on this, this paper analyzes the status quo and merits of gene-editing development in Beijing, then attempts to draw a roadmap for Beijing’s gene-editing industry covering the next ten years from perspectives of policy environment and market, products, key technologies, and thereby proposes some targeted suggestion and solutions with the view of contributing to Beijing’s gene-editing industry. The results show that Beijing should become the domestic leader in policies and standards, strengthen original basic research, selectively commercialize products and technologies, and increase the popular science propaganda of gene editing.
