Abstract:Complying with the needs of standardization development in the new era, revealing the role mechanism of government, industry, academia (research) in the standard formulation process is very beneficial for exploring the path of optimizing the effective supply of standards under the background of standardization reform and innovation. Based on the triple helix theory, the network media materials related to the formulation of national standards, and interviews enterprises, academic institutions and government personnel who have been deeply involved in the formulation of national standards. It adopts literature research and in-depth interviews, and uses grounded theory for proceduralization. Code and build models to reveal the mechanism of action of government, industry, academia (research) in the process of standard formulation. The study found that in the nine stages of standard development, enterprises, academic institutions, governments and standardization technical committees played different roles and had their own priorities. The research conclusions provide theoretical guidance for promoting the development of the standard-setting theoretical system, and also provide a useful reference for the transformation of the government-led standard-setting model into a model with equal emphasis on the government and the market.
